Newly Formed Water District Selects IDModeling for Inaugural Water Master Plan

Pasadena, CA USA, Aug 22, 2009 -The newly formed Phelan Piñon Hills Community Services District (Phelan or District) has charted forward with an aggressive plan to optimize the performance of its aging infrastructure by way of initiating the District’s first Water Master Plan. Phelan was previously known as the San Bernardino County Service Area Zone L in California and operated as a County water system. The newly formed District establishes a new perspective and standard for system operations, customer service, and business like efficiencies through proactive planning, hands on maintenance and contemporary applications such as computer modeling and Geographic Information Systems (GIS).

“IDModeling was selected unanimously because of their depth of experience and core strengths in understanding system operations and practical technologies,” said District General Manager Don Bartz. “IDModeling’s extensive experience in the areas of hydraulic modeling, capital improvement planning, and overall water system betterment, will help the District extend our business goals and made the IDModeling team a natural fit for the District’s current and near-term objectives.”

“Of the 40+ Water Master Plans that I have successfully completed, I cannot remember being this excited to lead the development of a District’s first master plan,” said Brian Powell, Director of Infrastructure Services for IDM. “I am looking forward to working with the District to develop a comprehensive planning document that provides a roadmap to smart, efficient system improvements and smart-growth of the water system through conservation and sustainable solutions.”

This project includes updating the District’s computer model using MWH Soft’s H2ONET software. The project involves steady state and extended period simulation calibration of the District’s 7 pressure zones, facility and operational improvements, capital improvement planning, and the development of the District’s 2010 Urban Water Management Plan.

About Phelan Piñon Hills Community Service District:
The District was established in 2008. The voters approved the formation of the district as a consolidation of three Special Districts, Zone-L70 Water, CSA-9 Phelan Parks and Street Lighting and CSA56-F1 Piñon Hills Parks. This consolidation enabled the communities to establish a form of self-governance while maintaining their individual rural integrity. The primary component of the District is the water service to the approximately 6,700 customers. The 128 sq mile district is the largest Community Service District in San Bernardino County.
