System-Wide Sewage Collection Model Helps
Victorville Manage Rapid Growth

The Challenge:
The high desert community of Victorville, CA, is one of the fastest growing cities in California - going from a little over 14,000 to approximately 100,000 today. This astonishing growth has put a significant burden on local utilities to develop infrastructure to serve its populace and plan for future expansion.
The Solution:
As part of this effort, the City of Victorville retained the services of EarthTech to develop a comprehensive Capital Improvement Plan as well as the master planning framework to improve operational efficiency and remedy deficiencies in the city’s sewer system. EarthTech chose IDModeling to develop the sewer model which would support all of their CIP analysis efforts.
As a subcontractor to Earth Tech, IDModeling developed a system-wide sewage collection model using MWH Soft’s H2OMAP Sewer platform. The model included customized templates and modeling protocols designed to facilitate streamlined communication of data between IDModeling, EarthTech, and City engineers during model development, calibration, and system capacity analysis.
IDModeling’s approach to linking legacy GIS and as-built attributes to the hydraulic model greatly eased the work of validating and finalizing model connectivity and topology. The EarthTech and IDM team intensively collaborated at the start of model construction to identify unique control structures with Victorville’s collection system and model them accurately.
The loading approach incorporated system basin boundaries, TAZ data, water usage, return-to-sewer ratios, and per-customer type diurnal curves to yield a high-quality, detailed, easily-updatable loading distribution.
The focused efforts applied during model construction and loading yielded significant dividends during the calibration phase, as the flows in the final calibrated model showed excellent correlation to flow monitoring data at over a dozen flow metering points throughout the system.
The model and associated Master Plan satisfy the California Regional Water Quality Control Board’s Waste Discharge Requirements and the EPA’s Capacity Management, Operation and Maintenance requirements.
